Long-stay residents on Koh Samui often buy a second-hand scooter instead of renting by the month. Owners and dealers list their bikes on KOHlist with price, year, mileage and whether the green book (the registration book, เล่มทะเบียน) is in the seller's name.
Only buy a bike that comes with its green book. Check that the name in the book matches the seller's ID, that the frame (chassis) and engine numbers in the book match the bike, and that road tax and the compulsory insurance (พ.ร.บ.) are paid up.
To transfer ownership, buyer and seller go to the Department of Land Transport office with the green book and ID; foreigners usually also need a certificate of residence from Immigration or their embassy. Until the transfer is registered, the bike legally still belongs to the seller.
The Department of Land Transport has an office on Koh Samui, where ownership transfers and Thai licences are handled.
Questions
- Can a foreigner buy a scooter on Koh Samui?
- Yes. Foreigners can own and register a motorbike in their name; the Department of Land Transport usually asks for your passport and a certificate of residence.
- What is the green book?
- The green book (เล่มทะเบียน) is the motorbike's registration book. It names the legal owner and records the frame and engine numbers, tax and transfers. Don't buy a bike without it.
- What should I check before buying a used scooter?
- That the green book is in the seller's name, the frame and engine numbers match, tax and compulsory insurance are paid, and the bike has no outstanding finance. Test ride it and check brakes, tyres and lights.
